With over 30 years’ experience, I have worked within multiple disciplines relating to the geospatial sciences, both in office and in the field. My primary emphasis has been the energy sector, specifically midstream. For over 20 years I was a technician, developer, GIS Manager for both a midstream and a survey company, and a geomatics specialist for a fortune 100 company. In addition to my work in the energy sector, I’ve been involved in public works, environmental assessment mapping, and public service maps for our county’s voting locations. Recently, I’ve expanded this work to include an analysis of voting patterns and demographic assessments based on precinct and polling data. 

As a developer, to understand the needs of either my client or coworker, I would work alongside them to understand their job function. This plus my own field work and garnered knowledge of state and federal regulations, shaped the development of a data-model for gas and liquid pipeline systems. This data model is still in use by some of the companies that split or were sold off by my employer, American Midstream.  My goal was to develop meaningful and informative tables behind every point, line or polygon created to make their work easier or informative. This diligence created “smart maps” from this information allowing a user to acquire answers to questions both spatially as well as through identification.    

GIS is not only my profession but also a part of my recreation. From a professional standpoint I make it a point that my data, it’s structure and completeness, are a vital in supporting critical decision making.  As for recreation, my passion is ATV trail riding and camping. All the trails I ride I capture with GPS and generate waypoints with photo’s and web links of locations I visit. These online maps provide a user an idea of the system they are considering and what some areas look like as seen from their location.

CO2 Asset Map

This online map was produced for the client as a use of concept map. In this map, we combined the structure assets with land information to produce a centralized dataset of the entire systems information. 

PHMSA'S Mega Rule

  

In October 2019, the Pipeline Hazardous Materials Safety Administration (PHMSA), published in the Federal Register “Pipeline Safety: Safety of Gas Transmission Pipeline: MAOP Reconfirmation, Expansion or Assessment Requirements, and Other Related Amendments.” Commonly known as the Mega Rule, the objective was to enhance selected regulatory components resulting from incidents such as San Bruno, CA and Sissonville, WV. 

Overall, the rule was to be implemented in three (3) parts. The first component went into effect in 2020 and established multiple major provisions for Gas Transmission lines. Some of these provisions include: 

1. MAOP Reconfirmation. 

2. Material verification (pipe specs). 

3. Increased Integrity management outside of HCA’s and the development of MCA’s. 

4. ILI safety requirements. 

5. Enhanced record keeping meeting the criteria of Traceable, Verifiable, and Complete (TVC), and maintaining such documentation for the life of pipe. 

The second part of the rule went into effect in 2023 with a focus on expanded IM assessment, stricter corrosion control standards, and weather or incident inspections to insure system integrity. 

The third and final component, also put into effect in 2023, dealt primarily with gas gathering lines (specifically Type C gathering, 49 CFR §192.9). Part of this final element required  operators to attain an OPID number for their system and do yearly reporting similar to that associated with transmission pipelines. 

This article, GIS and the Mega Rule, was to go in depth into the materials verification process and the aspect of TVC using Geographic Information Systems, or GIS.  GIS allows an operator to see on a map a point, line, or area, that represents a valve, pipeline, or compressor station. Then by just clicking on that point, line, or area, attain information relating to that valve, pipeline, or compressor station. Included in this information would be original documentation (scanned) hyperlinked to the item for verification process. The operator now has a smart map at his fingertips to query, analyze, or model developments. This in effect allows the operator to have an interactive system of record of all their assets for all their systems. 

Included with this article is a hyperlink to an interactive map that correlates to portions of parts VI and VII of the document.   

Angelina County Voting Precincts and Voting Locations

 As a public service to the citizens of Angelina County, this web map was built using data from DETCOG, Texas Legislative Council, the Texas Secretary of State's Office, and the Angelina County Elections Administration Office. Points for polling locations have in their database a link to a photo taken of the site for the user and I’ve added a link to Google Maps turn by turn directions. For the 2026 General Primary, the site has had close to 1000 hits during the early vote, election day activities. The analytics will be used to improve what is needed for the November General Election. 

Analytic Report and Voter Participation Map

To help promote the use of the interactive maps for Angelina County, GIS DataMaps generated a summary report, A Review of Angelina County’s Election Mapping Application.   This report outlines analytical results of web usage and the changing trends people are accessing information. 

In addition, we provided a 36”x42” wall map of Voter Population, Participation, and Results by Precinct to show population distribution by precinct within the county, and an overview of voter turnout by party by precinct during the 2026 Primary. 

Mt Magazine Trails and Waypoints

  Mt Magazine, located in west central Arkansas, is one of my favorite places to ride. When traveling to this area, I make it a point to reserve as many days possible to enjoy the scenery. Paris, Arkansas, is the closest town for lodging. But there are a number of Vrbo rentals along with places like Hazel’s Cabins. Everything you see here was captured using simple Garmin GPS for trails and waypoints. I’ve added photos and URL’s behind many of the points to give the person/family a good idea of what their trip will be

Sandstone Trails, Kisatchie National Forest

Like the Magazine trails above, the Sandstone Trails, located near Natchitoches Louisiana, are another set of trails I sometimes like to ride. Tamer than what Arkansas has to offer these trails have provided a good daytrip getaway.
